The Environment Programme supports the integration of energy and environment into development planning and policies, at the same time, it strengthens capacity for sustainable urban environment and reduction of Ozone Depleting Substances (ODS). The programme is directly linked to the Government’s goal to reduce poverty due to its emphasis on capacity building for sustainable management of the environment in strategic areas, which include upstream policy-making and support for policy implementation.

The following areas form the core of UNDP’s environment interventions:

Gui Solar Village

Integration of Energy and Environment into Development Planning – Under this area a number of monitoring and mainstreaming tools are being developed. They include poverty-environment linkage and environmental sustainability indicators as well as Training Modules for mainstreaming environmental concerns. These tools will be used to train policy makers across board, including oil companies and NGOs to illustrate the impact of their various activities on the environment and how they affect the poor adversely. Best practices will be shared as a springboard for designing new environmentally friendly activities. It is expected that this approach will reduce conflicts in the Niger Delta. So far the indicators and Training Modules have been developed and training will be commence shortly.

Promoting Rural Energy Services for Growth and Equity –  This programme supports the Energy Commission of Nigeria in the preparation of a Renewable Energy Master Plan in view of the potential of renewable energy to make a significant contribution to the national energy mix, especially to the rural energy supply strategy. In addition, adoption of renewable energy in 10,000 households will be pursued. The draft of the Renewable Energy Master Plan for Nigeria has been prepared and awaiting stakeholders review.

Strengthening Capacity to Reverse Loss of Environmental Resources – In this area, support is provided to the Federal Ministry of Environment to prepare and popularize the following instruments to reverse loss of environmental resources:

  • Policy on Erosion and Flood Control
  • Policy on Drought and Desertification Mitigation
  • Soil Conservation Master Plan and Watershed Modeling Technique
  • Drought Preparedness Strategy

A National Erosion and Flood Control Policy with Implementation Guidelines and Action Plan has been prepared, approved and popularized. Thematic reports and draft of the National Policy on Drought and Desertification and the Drought Preparedness Strategy have been prepared awaiting review by stakeholders.

Strengthening capacity for sustainable urban environment – The programme is meant to support the Federal Ministry of Environment to develop and popularize a National Environmental Sanitation Policy and Guidelines which will be pilot tested in six cities. In addition, city-specific strategies for urban environment management will be developed for another six cities while capacities will be strengthened in the Federal Ministry of Housing and Urban Development to monitor and co-ordinate the enforcement of urban waste management laws, guidelines and regulations. The programme will further support the implementation of the NEPAD project in Lagos. Already, the National Policy on Sanitation along with its Guidelines and Action Plan has been developed, approved and popularized.

The programme is also giving support to the development of the Tourism Masterplan as well as the environment component of the Shell/UNDP collaboration in the Niger Delta.
